|Abstract: ||國民素質良窳與國家建設和發展息息相關，然教育品質更是決定國民素質高低之絕對關鍵。然而，教育品質能否提升之決定因素，在於教育政策是否能夠妥善建立與整全發展。本研究期程，針對民國八十三以降，至民國九十五年共十二年，歷經陳水扁與馬英九兩位直接民選市長之三任任期間，聚焦台北市教育建設與發展上之政策，檢視教育政策與建設，在面對社會發展少子化、老年化、異質化、貧富差距加劇下所產生之現況，發現並解決可能衍生之教育課題；另外，並將探討教師會、教評會、家長會等擴大參與趨勢下，教育行政單位解構後的重建問題；並對於在政府財政緊縮與社會、家長期望日増下的教育課題提出探討。本研究架構與模式將參考Astin 等人的系統理論（I-E-O Model）觀點（Astin, 1985;1990; Mentkowski, et. al.,1991），以及Levin 的教育發展四階段模式（啟動、採納、實施、成果）（Benjamin Levin,2001）來檢討臺北市整體教育發展中的各項可能影響因素。研究歷程中，除參酌過往台北市政府相關政策與法令規章之外，並對於各項議題內涵，向該領域學者與專家，進行訪談或請益。希望針對各項可能觸及問題，共同找尋出可行策略或努力方向。|
The character of the nationals is highly concerned with the construction and development of the country, therefore, the quality of education is the most crucial key point to decide them obviously. However, factors that govern the promotion of the educational quality depend on whether the educational policy can be set up properly and executed perfectly. The interval of this study maintains twelve years, from 1994 to 2005 A.D., and the time frame cover 3 turns of duty through 2 mayors, Chen, Shui-bian, and Ma, Ying-jou. We will focus on the educational policy provided for the construction and development within education, evaluate the execution of them, and discover and solve the social problem under population of degeneration, aging, and heterogeneity. On the other hand, this study will also discuss about the tendency, shown in schools, that happened along with the participation of teacher committee, arbitration committee, and parents association. In addition, we still want to know how the educational administrative organizations deal with the phenomenon after its own resolution of administrative power. This search will cite the I-E-O model proposed by the team guided by Astin (Astin, 1985; 1990; Mentkowski, et. al., 1991)and 4-stage model of educational development proposed by Benjamin Levin(Benjamin Levin,2001), and we should check if there are still other factors to effect the Taipei City’s educational quality. To conclude, besides citing national or local policies and bills of Taipei Municipal Government, we will also interview as many the professional concerned as possible, for the issues as mentioned frontally, to collect variety of effective way to solve problems.
